Japan Postal Service keeps the mail moving daily. In some cases, mail is even delivered multiple times a day. Delivery comes by delivery van, car and even by motorbike, well, moped. I was amazed to see that despite the blizzard like weather, this mail person was out delivering mail on his moped! I would guess that a lot of companies and schools would certainly close for a couple of days in this weather – not Japan Postal workers though!
